摘要
失地农民是与我国快速城镇化相伴而生的一个新群体,非农就业问题不仅关乎其自身的生存和发展,也直接影响着我国经济社会发展的质量和成效,关系到"四个全面"战略布局的落实。文章引入人力资本、社会资本和心理资本三维资本因素,构建了影响失地农民非农就业的理论模型,全面分析了其对失地农民非农就业的作用机理,并采用对北京市大兴区33个征地拆迁村失地农民的调研数据,对理论模型进行实证检验。在理论研究和实证分析的基础上,文章提出了三维资本视角下的失地农民就业扶助机制。该扶助机制要求对失地农民的就业扶助延伸至就业后的工作适应,使扶助更具系统性和完整性,从而有助于在决策和执行层面把握解决失地农民问题的关键,更加积极有效地化解失地农民反复失业所带来的社会风险。
Land -lost farmers are a new group resulted from by rapid urbanization in China, and the employ- ment problem is not only related to their survival and development, but also directly affects the quality and ef- fectiveness of China＇s economic and social development and the implementation of Four - Pronged Comprehen- sive Strategy. This paper uses human capital, social capital and psychological capital to construct a theoretical model which reflects three - dimensional capital＇s influence on land - lost farmers＇ non - farming employment before comprehensively analyzing the function mechanism. Based on a survey of land - lost farmers from 33 vil- lages in Daxing District, Beijing, the theoretical model is tested empirically. On the basis of theoretical re- search and empirical analysis, and from the perspectives of three - dimensional capital, this paper constructs the support mechanism for land - lost farmers＇ non - farm employment. The support mechanism requires that the employment assistance for land - lost farmers extend to their post - employment adaptation, enabling the assis- tance to become more systematic and complete. It is helpful to grasp the key to solving the problem of land - lost farmers at the decision - making and implementation levels, and to more effectively defuse social risks caused by repeated unemployment of land - lost farmers.
