摘要
一个国家的教育制度要与其政治、经济制度相匹配,只有相互匹配的制度才能促进社会发展。技能形成制度是一种职业教育制度,其形成与发展深受工会、行会、雇主等多方利益相关者的影响,利益相关者之间力量的博弈及其冲突的协调方式形塑了不同的技能形成制度,因此,技能形成是由社会建构的。在美国的技能形成制度形成与变迁过程中,势力并不均衡的雇主与工会在学徒制以及企业培训、学校职业教育等相关方面的矛盾与冲突,往往以雇主的胜利而告终,由此,形成了美国以雇主利益为主导的技能替代式的技能性制度。
The education system should match the economic and political system of a nation because matching systems will promote social development.Skill formation system is a vocational educational system,formation of which is deeply influenced by many stakeholders like work union,guild and employers.The game among forces of different stakeholders and coordinating modes regarding conflicts lead to different skill formation systems.Therefore,skill formation is socially constructive.During the formation and transformation of skill formation in the U.S.,contradiction and conflicts among employers and work union that own imbalanced power,among apprenticeship,company training and school education usually end up with the success of employers.Hence,the skill formation system that is led by employers' interests is formed.
