摘要
经济转型和产业升级驱动高等教育深化结构改革,发挥提供智力支撑、激发创新活力、提高全要素生产率、联通全球经济的重要角色。当前,人才层次、学科专业、研发经费、科技创新中存在的结构性矛盾掣肘高等教育良性发展。高等教育结构改革应遵循"创新、协调、绿色、开放、共享"五大发展理念,优化区域结构、培养结构、经费结构,促进政府、高校、社会、企业等多方联动,在稳定发展中提高各层次人才培养质量,激发高校办学活力,推动我国加快从世界高等教育大国迈向世界高等教育强国的步伐。
Economic transformation and industrial upgrading drive further structural reforms in higher education, which play important roles of providing intellectual support, inspiring innovation vitality, promoting total factor productivity and connecting global economics. Currently, talents tiers, subjects and disciplines, R＆D funding, S＆T innovation are all facing the structural contradictions that hinder the development of higher education. The reform of higher education should follow the five concepts of ＂innovation, coordination, green, open and sharing＂. It should also optimize the regional structure, cultural structure and funding structure and promote the multilateral linkages between government, universities, society and enterprises. It is expected to raise the quality of talents at all levels in stable development, stimulate the vitality of higher education, and to accelerate China＇s pace to the world＇s most powerful educational country from the world＇s largest educational country.
