摘要
经济体制转型对我国大学生创新创业政策的变迁具有重要的影响,集权管理模式仍然是大学生创新创业政策的主要特征,在"大众创业、万众创新"的主流社会价值观中,大学生创新创业文化氛围已成为社会支持与认同的价值观规范。大学生创新创业政策作为一种制度延续下来,涉及政府、高校和大学生个人的不同行为,政府和高校的理性选择成为影响政策变迁的主要力量;行政主导和大学生的创业需求促进大学生创新创业政策的变迁。要完善我国大学生创新创业政策,必须明确大学生创新创业政策的目标定位,完善大学生创新创业政策内容体系,强化大学生创新创业政策的执行力度,健全大学生创新创业政策评价机制。
The transformation of economic system has an important impact on the alterationof college student entrepreneurship and innovation policy. Centralized management mode stillremains as the major feature of college student entrepreneurship and innovation policy. In thesocial mainstream value of widespread entrepreneurship and innovation, the cultural atmosphereof college students entrepreneurship has become the standard of social value recognized andsupported by the whole society. As a consistently developing system, college studentsentrepreneurship and innovation policy includes different actions of government, higher institutions and college students, among which rational choices of the government and collegesconstitute a major power in policy changes, while administrative guidance and enterprisingdemand of college students work to facilitate the evolution of policy. To improve theentrepreneurship and innovation policy of college students, its imperative to develop clearorientation, enrich the system, enhance the enforcement and complete the evaluationmechanism of college students entrepreneurship and innovation policy.
