摘要
农民增收问题是我国农村经济发展的一个突出问题。从实证与理论结合上来分析 ,农民增收缓慢的原因有 :结构性因素与体制性因素 ;自然禀赋因素与市场风险因素 ;人力资源因素与农业科技运用推广因素。因此 ,改革农村税费制度 ,减轻农民负担 ,调整农业产业结构 ,推进农业产业化 ,加快城镇化进程 ,加速农地使用权的流转 ,增加农村人力资本、农业科技和农业基础设施建设的投入是当前推动农村经济发展 。
With the development of socialist market economy,increasing peasants' income has become a key issue in our countrys rural economic development. There are several reasons accounting for slow progress in increasing peasantsincome from the angle of practical and theoretical analysis:structural and systematic factors, natural and market risk factors, and factors concerning human resources and the application and spreading of agricultural science and technology. Therefore, the main policy choices and effective measures for developing rural economy and increasing peasants' income are : reforming rural tax and expense system, lightening the burden on peasants,adjusting agricultural structure, pushing on agricuctural industrialization,speeding up urbanization and the changing use of farm land,increasing rural human resources capital and investing more to agricultural science and technology and the construction of agricultural infrastructure.
