Competitive Low-carbon Technology Choice under Carbon Tax Policy

摘要 研究了双寡头制造商均衡的技术策略选择和政府碳税政策的制定。通过比较不同情况下制造商的利润,分析了碳税对制造商技术选择的影响,在考虑环境成本对社会福利影响的基础上,探讨了政府碳税政策的制定。研究发现:当市场需求较大时,碳税可以引导制造商采用低碳技术,并且低碳技术的成本越低、减排效果越好,政府越能以较低的碳税和较大的政策自由度实现对制造商低碳技术的引导;但是当市场需求较小时,碳税政策部分失效或完全失效。政府社会福利最大的碳税政策受环境成本的影响,当市场需求较大且环境成本系数较高时,引导企业采用低碳技术的目标和社会福利最大化的目标可以同时实现。 The low-carbon technology choice and the carbon tax policy are proposed under the duopoly competitive circumstance when the manufacturers are achieving the Nash equilibrium states.We first analyze the influence of the carbon tax on the technology choice of the manufacturers as the manufacturers intend to make the best selection in order to maximize the corresponding profit.We then discuss the carbon tax policy adopted by the regulator by taking the environmental cost into consideration.It is interesting to find that the carbon tax can encourage the manufacturers to select the low-carbon technology when the demand is relatively high.Moreover,when the cost of the low-carbon technology is low and the magnitude of reducing the carbon-emission is significant,then the regulator can lead the manufacturers to choose the low-carbon technology with a lower carbon tax but a larger degree of freedom.However,when the demand is relatively small,the effect of carbon-tax becomes partially or fully invalid.We also find that the social-welfare maximization under the carbon tax policy is affected by the environmental cost.To be more specifically speaking,when the demand is large and environment cost coefficient is high,the both targets of the low-carbon technology and social welfare maximization for the regulator can be achieved at the same time.
