摘要
美国风险管理预案法规作为美国大气有毒有害物质风险管理的主要管理制度,为特定有毒有害大气污染物的环境风险防控及应急处置起到了不可替代的作用。简要介绍了美国环境管理预案制度与我国突发环境事件应急预案管理制度,并从管控对象、环境风险物质识别和事故风险确定等方面分析两者异同,从而为我国环境风险管理应急预案制度的有效实施提出意见与建议。
As the main management rule of risk management for chemical accident prevention at facilities that use certain hazardous substances,risk management plan （RMP）rule plays an irreplaceable role in accident prevention and response involving regulated substances. US RMP rule and Chinese environmental risk management system were briefly introduced, the differences between the two were compared in detail from the aspects of controlled target,envlronmental risk substances identification and offsite consequence analysis,thereby providing some suggestions for the effective implementation of Chinese environmental risk management emergency plan system.
