摘要
针对液氯的化学特点,从《建设项目环境风险评价技术导则》出发,结合化工企业展开了液氯泄漏的环境风险分析与环境管理的研究。通过对液氯泄漏后所产生的氯气烟团进行了定量模拟计算和影响分析。结果表明,在应急处理措施到位的前提下,液氯钢瓶的泄漏经应急处理后,下风向1260m内,40min内还有超标现象,但不会出现致命损害浓度。风险管理要求主要包括具体防范应急措施、操作规程、应急预案和突发事故下的环境监测方案等方面。
Based on the chemical characteristics of liquid chlorine, risk assessment should start with the standard (Technical Guidelines for Environmental Risk Assessment on Projects).Contrapose the characteristic of chemical plants, environmental risk analysis and management were carried out. Quantified calculation for the extending area and hazardous radius of the generated gaseous mass and environmental impact analysis were done. The results showed accidental leakingof liquid chlorine leads to the concentration of chlorine go beyond the standard in leeward 1260 m. Deadly concentration will not appears. Risk management was composed of choosing location, material measure, operation rules, lash-up prediction and scheme of mansuration under unexpected accident.
