This paper analyzes the reasons for the development of returned overseas Chinese associations in Fujian during the Republic of China and its members' characteristics and organizational structure. It further explores the Kuomintang's penetration, the control of the associations, and its daily activities in order to comprehensively understand the historical appearance of the returned overseas Chinese associations in Fujian during the Republic of China. In the early years of the Republic of China, the numbers of the returned overseas Chinese associations in Fujian province were rising. In 1930s-1940s, the foundation of associations reached its peak when conditions were mature. The largest number of members in the associations were overseas Chinese businessmen and its purpose was to contact overseas Chinese at home and abroad. In the process of social regional governance, the government uses the returned overseas Chinese associations as the "middle man" to build communication bridge among overseas Chinese, returned overseas Chinese and their spouses and the Qiaoxiang government. However, due to the loose internal structure and the Kuomintang party's control, the returned overseas Chinese associations are in a subsidiary position in dealing with related overseas Chinese affairs for the returned overseas Chinese and their functions and roles cannot be fully achieved and performed.
