摘要
改革环境治理制度,构建政府、企业、社会共治的环境治理体系是实现治理创新的积极尝试。山西省祁县C社区居民围绕饮料厂污水污染问题开展了"社区环境圆桌对话"治理实践,结果表明社区参与环境治理可行、有效,为社区居民参与环境治理提供了平台、途径,充分调动了居民环保参与的积极性并有效提升居民的环保意识,为实现绿色社区建设、推动环境治理中多元共治模式发展、促进生态文明建设都具有积极意义。
Both reforming the system of environmental governance and constructing environmental governance system including government,enterprise and society are active attempts to achieve governance innovation. In this article,by taking the sewage pollution of a beverage factory in the C community in Qixian country of Shanxi province as a case,the author carried out the practice of community environmental manage of community environment in the round table dialogue mode.The result shows that community participation in environmental governance is a feasible and effective mode and it provides a platform and a means of participation in environmental governance for community residents,fully mobilizing the residents＇ enthusiasm to participate in environmental protection and effectively enhancing their awareness of environmental protection.Therefore it has positive significance for realizing green community construction,promoting the development of multivariate co-governance model in environmental governance and promoting the construction of ecological civilization.
