摘要
机场飞行区设施作为飞机飞行保障的重要物质基础,其保障效能是影响飞机运行效率的重要因素。因此,准确评估出机场飞行区设施保障效能对于提高飞机运行效率同时为决策部门提供辅助决策依据具有重要现实意义。机场飞行区设施保障效能评估指标的权重确定是效能评估工作中的重点和难点,而现有指标权重确定方法偏于主观且各个指标间难以比较。因此,引入基于博弈论的组合赋权思想,寻求基于改进层次分析法的主观权值和基于熵权法的客观权值之间的最优组合来确定最终权重。以某些机场场站为例,通过专家座谈方法得到飞行区设施保障效能评价指标,然后实地调研采集数据,利用Matlab软件对数据进行仿真处理,最后用组合赋权法计算飞行区设施保障效能评价指标的权重,判断各指标对保障效能的影响程度。仿真结果表明,所提方法能够科学有效地对机场飞行区设施保障效能进行准确评估,同时具有可操作性强,贴合实际的特点。
This paper introduces the combination weights based on Game Theory, seeks the best combination be- tween the subjective weight based on improved AHP and objective weight based on entropy weight method to deter- mine the final weight. Take some of the airport station as an example, the guarantee efficiency evaluation index of flight area facilities was obtained by expert interview method and on-the-spot investigation was carried out to gather data. Then simulation with the data was implemented using the Matlab software. Finally the weight of the evaluation index for the efficiency of the flight area facilities support was calculated using combination weighting method and the impact of each index on the effectiveness of support was determine. The simulation results show that the proposed method can scientifically and effectively evaluate the effectiveness of airport flight area facilities, and has strong oper- ability and practical characteristics.
