摘要
选取自1987年以来中央与地方相关部门发布的科技企业孵化器扶持政策文本作为基础进行量化分析,运用因子分析、聚类分析和共词分析等方法确定政策文本的主题,并从政策文本主题分布、发布时间和发布主体等三个维度对中央与地方科技企业孵化器的扶持政策进行对比研究。针对政策文本的量化分析结果及存在的问题,提出了加强中央政府对政策的引领性和推动性,充分发挥地方政府的积极性和创新性;加大孵化基金、信贷等领域政策的出台力度,构建全面系统的扶持政策体系;促进中央与地方、地方与地方联合制定政策,实现区域优势互补和协同发展等建议。
This paper lists policies supporting high-tech enterprise incubator promoted by central and local government of China after 1987 and does quantitative analysis on it. At the same time, it selectes the subjects of policies text by factor a- nalysis, cluster analysis and co-word network, then it analyzes these policies from three dimensions, such as subjects re- ferred, position posted and factor of release. To solve problems of the policies, this paper puts forward some constructive suggestion proposals to optimize policies supporting High-tech Enterprise Incubator on the results of quantitative analysis that enhance the guidance and promotion of policies from the central government, and it needs to turn the enthusiasm and innova- tion of local government to advantage ; strengthen the promulgation of the incubator fund, credit and other areas ; promote the cooperation in central and local government, local government and others in the issuance of Policies text to achieve that the regions have complementary advantages and synergy development.
