摘要
2016年5月英国《教学卓越框架》发布,对英国高等教育教学质量保障体系进行了一次重大的改革与调整。在英国高等教育进入后大众化阶段,社会对人才培养质量和高校质量数据要求不断提升的时代背景下,该框架在以学生为中心、以全过程评价为导向、"基于证据"的评价理念的指导下,尝试对教学卓越进行操作性定义,并进一步制定了评价标准和流程等关键技术环节。该框架标准重视教学质量评价的客观性与多样性,注重现有评价资源整合,降低评价成本,强调教学卓越评价标准的实效性与可操作性,对我国现行的教学评价和教学质量监控体系具有一定的借鉴意义。
In May 2016, there launched the Teaching Excellence Framework (TEF) in England which has made significant reform and adjustment of the teaching quality assur- ance system of higher education in the country. Under the background of the Post-Massifi- cation of higher education in England, as the society requirements of the quality data of tal- ent training as well as the university are increasing, the TEF has attempted to define the teaching excellence operational and establish some crucial technical segments such as eval- uation criteria and process further under the guidance of student-centered, the whole pro- cess evaluation as well as the idea of Evidence-Based theory. The criterion of TEF attaches importance to the objectivity and diversity of teaching quality evaluation, values more to the integration of existing appraisal resources while reducing the evaluation cost, emphasizes the effectiveness and operability of evaluation criterion of teaching excellence, which has certain reference to the current teaching evaluation as well as to the teaching quality moni- toring system in China.
