摘要
中国将生存权和发展权作为首要人权,这不仅是抽象的人权立场,更是具体的人权实践。中国早在起草联合国《残疾人权利公约》之初,即主张将发展与人权结合起来;在公约实施过程中,中国更是以民生为本,将残疾人权利纳入法律和政策,将残疾人权利保障作为经济和社会发展特别是减贫和小康社会建设事业的重中之重;在国际社会,中国积极倡导将残疾人权利纳入国际发展议程,并在落实联合国《2030年可持续发展议程》的新进程中努力发挥引领作用。中国特色残疾人权利保障事业的基本特点生动地诠释了中国切实保障发展权的实践。
China takes the right to existence and the right to development as the priorities of the China＇ s human fights cause. The right to development is not just abstrad concept, but also of legal term with concrete meanings and plentiful practices. As early as the drafting period of the UN Convention on the Rights of the Persons with Disabilities, China emphasized the combination of human rights and development. To implement the Convention, China is trying to integrate rights of the persons with disabilities into laws, policies, and the process of poverty reduction and building of the Chinese moderate prosperous society. Internationally, China advocates the mainstreaming of those rights into the international development agendas, and is taking the leading role in efforts to carry out the UN 2030 Agenda for Sustainable Development. The features of China＇ s cause of protection of the rights of the persons with disabilities cleady reflect the pradice of right to development in China.
