摘要
海洋石油开发对于中国海洋石油工业发展有着重要的意义,相比较于常规的平台工程项目,水下作业更为耗时、复杂,且安全系数一直比较低。文章通过分析与总结海洋石油水下开发的相关特点及对深海环境影响,提出在安全管理中应当落实前期规划、项目监管制度以及项目评估管理工作,切实提升海洋石油水下开发的安全管理工作。
Offshore oil development is of great significance to the development of China’s offshore oil industry. Compared with conventional platform projects, underwater operations are more time-consuming and complicated, and the safety factor is relatively low. This paper analyzes and summarizes the relevant characteristics of offshore oil underwater development and the impact on the deep sea environment. It is suggested that the pre - planning, project supervision system and project evaluation management should be carried out in safety management, and the safety management of offshore oil underwater development should be improved effectively.
