摘要
[目的/意义]文献计量法与内容分析法是情报学、信息资源管理等领域重要的分析范式,两大范式的综合研究为情报学的发展提供了新的方法论体系。然而,在公共政策学尤其是量化政策研究领域中,两大范式的综合研究鲜有探索。文章吸取该综合研究思想,构建政策文献综合量化研究方法,有助于推进政策研究的科学化。[方法/过程]以中国海洋工程装备制造业政策为例,从发文时间、主题词与发文机构三方面进行政策文献外部属性分析,基于政策工具展开文献内部语义挖掘。[结果/结论]研究发现,中国海洋工程装备制造业政策发展历经三个时期;自主创新、优化产业结构是政策关注焦点;政策颁布部门之间呈现协作型府际关系与跟随型府际关系并存的态势;政策工具结构不尽合理。研究表明,基于文献计量与内容分析的政策文献综合量化研究,可以判断政策变迁路径,明晰政策意图,识别政策主体合作模式,观测政策工具结构。
[ Purpose/Significance ] Document measurement and content analysis are important analytical paradigms in the field of information science and information resources management. The comprehensive study of the two paradigms provides a new methodology for the development of information science. However, in the field of public policy, there are few researches on the two paradigms, especially in the fieM of quantitative policy research. Taking marine engineering equipment manufacturing industry policy for example, this article draws comprehensive research idea to construct a comprehensive quantitative research methods of policy and studies the literature external attribute based on posting time, theme words and issue agency as well as the literature semantic content of the policy tool by using this method. [ Method/Process] The study found that in the field of marine engineering equipment manufacturing industry, policy development has experienced three periods; strengthening independent innovation and optimizing the industrial structure are the focus of policy; the relationship between departments presents the situation of coexistence of cooperative-typed and following-typed; and policy tool structure is not reasonable. [ Recruit/Conclusion] Research shows that this method can judge the policy stage, clarify the policy intention, identify the cooperation pattern, observe the tool structure from external attribute and internal semantic effectively.
