摘要
为了帮助石油企业有效选择石油技术服务外包供应商,在现有供应商选择评价研究基础上,从服务价格、服务质量、服务时间、人力资源、项目沟通和项目风险六个方面构建石油企业技术服务外包供应商选择评价指标体系,运用模糊偏好关系的原理和C-IWOA算子方法确定指标权重,利用基于灰色关联度分析的灰色综合评价法构建综合评价模型,并以若干石油技术服务外包供应商为例阐释具体的计算分析过程,为石油企业选择石油技术服务外包供应商提供有效工具。
In order to effectively select petroleum technology service outsourcing providers help oil companies, based on the study on the selection and evaluation of existing suppliers, from the service price, service quality, Business Hours, human resources, the construction risk of the six aspects of the project communication and project evaluation index system of petroleum enterprise technology services out- sourcing supplier selection, using the principle and method of fuzzy preference operator C-IWOA the relationship between the index weight is determined, by constructing the comprehensive evaluation model of grey comprehensive evaluation method based on grey relational anal- ysis, and a plurality of petroleum technology service outsourcing provider for the calculation of the specific interpretation of the case analy- sis process, provide an effective tool for petroleum technology service outsourcing supplier selection of petroleum enterprises.
