摘要
德国重视立法,为农村人力资源开发提供重要保障,引导社会各方力量积极参与职业教育和培训及利用经济手段鼓励企业与农民参与培训;美国大力推动农村人力资源立法,设置专门的管理机构,设立了长效的财政投入机制;韩国制定人力资源开发法律法规体系,设立专门的农村人力资源开发主管机构,设立教育高投入财政制度,积极吸收社会资本发展韩国教育,高度重视思想教育。国外农村人力资源开发经验对我国的启示:从法律层面为农村人力资源的开发提供重要保障;由专业机构管理农村人力资源开发;政府通过财政投入和信息支持来推动农村人力资源开发;学校、企业、社会是农村人力资源开发中不容忽视的重要力量;引导和支持农民专业组织、行业协会以及农民参与农村人力资源开发;建立起集教育、科研与推广为一体的农业科技教育体系;农村人力资源开发要以生产、就业及市场为导向。
