摘要
加大金融对水利建设的支持力度,是破解资金瓶颈制约、加快水利改革发展的关键。当前,金融支持水利建设融资既存在政银合作机制和平台基本建立、政策保障体系更加健全、水利建设融资广泛开展、建设项目行政审批效率不断提高等利好政策环境,也存在建设项目还款能力差、融资平台融资能力较弱、融资担保物难以落实、项目前期工作周期长等问题。为推进金融支持水利建设,亟须在提高涉水投融资主体融资能力、培育融资市场、丰富金融产品和服务、提高项目偿债能力、破除工程前期推进缓慢制约、提高项目建设市场化水平等方面,有针对性地采取有效措施,推进水利投融资体制改革。
Intensifying financial support to the construction of water project is crucial for breaking the bottleneck of investment and restriction of water development and reform. Although a good policy environment has been created to finance water project construction, i.e., cooperation mechanism of government with banks and high efficiency of administrative approval for project construction, problems have been found such as the capability of loan repayment and fund raising are poor, or project has a long preparation period or lacking of financing collateral. The capacity of investors and financing body should be improved and financing market should be cultivated. Concrete measures should be taken to enrich financial products and services, improve repayment capability, and shorten the time of project preparation and promote marketization of project construction and reform of financial and investment system of water project.
