摘要
强化文化创意产业内部风险防范意识是整个中国文化创意产业风险控制中最基础也是最重要的一环。这里从风险社会的理论出发,剖析了文化创意产业的三大社会风险,即来自意识形态的风险、对国民生活可能造成的风险、文化创意产业本身面临的风险,这些风险具有高不确定性、多样性、复杂性、广泛性、损失严重性、投机性,面临着国际化、全球化的商业环境,我们需要从风险预估、风险评价、风险预警及风险避免四大方面对文化创意产业的社会风险进行法律控制的机制,加强风险管理理念培育和风险管理文化养成,坚持价值理性与工具理性的统一、权利观念与责任观念的统一。
It is the most basic and the most important part to control the risk of the whole cultural creative industry in china. This article, from the risk society theory, analyses the cultural and creative industries in three major social risks, namely, the risk from ideology, the possible risk of national life, the risk of cultural and creative industries.These risks are with high uncertainty, diversity, complexity, universality, severity of loss and speculative. Faced with the internation-alization and globalization of business environment, we should build from the risk estimation, risk evaluation, risk warning and risk avoiding legal mechanism to control the risk of four aspects, strengthen the cultivation of risk management concept and the cultivation of risk management culture to adhere to the unity of value rationality and instrumental rationality, the unity of right conception and responsibility idea.
