摘要
本文以当前开展的"三严三实"专题教育活动为背景,结合甘肃省情,以党课辅导报告为指导,在深入理解其中对"三严三实"的内涵解读的基础上,对照其中提出的"不严不实"的具体表现,将"三严三实"专题教育活动细化分解为可量化测评的具象指标,分类汇总形成指标大库,再以指标筛选、权重确定、实证检验等方式构建科学的测评指标体系,用以评价专题教育活动的开展成效.通过测评既可实现组织间排序功能,以甄别各行政机关开展专题教育活动成效的优劣,更重要的是通过该体系实现诊断功能,确定专题活动开展过程中存在的问题,以及时作出调整修正,更好地推动活动的有效开展.
In this paper, "three strict three real" special education background of ongoing activities, with Gansu province, with lectures counseling report as a guide, in-depth understanding of where the "three strict three real" interpretation of the basic connotation, which control's "lax untrue", the concrete mani- festation of the "three strict three real" special educational activities detailed break down of quantifiable evaluation figurative indicators form subtotals index large library, and then to index selection, weight de- termination, empirical, etc. to build scientific evaluation index system to evaluate the effectiveness of their special education activities. Through the evaluation can achieve inter-organizational sorting functions to identify the administrative organs to carry out special merits of the effectiveness of education is more important is to realize diagnostic capabilities through the system to determine the special events in the development process to adjust or amend the existing problems, and when to better promote the activities effectively.
