摘要
从失业理论和就业政策研究走向看,失业现象一直存在,只要不越过临界值就是正常的。失业在正常的经济体中会呈现出特定人群、特定区域、特定产业问题。解决特定失业问题有两条路径,一是提升劳动者素质,以便产业转型中转岗,二是拓展新就业空间。双创在提升劳动者素质、新增市场机会和容量双方面都对就业产生积极影响,特别是在群体创业特征中能明显观察到双创的作用。
From the point of view of unemployment theory and employment policy research, unemployment has existed all the time. As long as it doesn’t cross the critical value, that’s normal. Unemployment in a normal economy presents problems of a particular population, a particular region, or a particular industry. There are two routes to solve the specific problem of unemployment. One is to enhance the quality of workers, to facilitate the transfer of industrial transformation, another is to expand the new space of employment. Innovation and Entrepreneurship in the new market opportunities and scale, enhance the quality of workers both have positive impacts on employment, which can be observed in a double role in the entrepreneurial characteristics.
