摘要
城市化进程当中出现的各种问题,都可以归结为资源调动与配置效率的低下。对现有的资源配置方式,以及对协同治理在各个领域内已经开展的实践进行深入的研究表明,协同治理作为调动与配置资源的一种模式,是可行且有效的。当前我国城市化进程需要进一步优化政府职能,扶持相对弱势的社会组织,从而最大限度地调动和配置资源,实现城市化的进一步发展与优化。
Many problems caused by the process of urbanization can be explained as the lack of efficiency of the mobilization and allocation of resources. According to the in-depth research of the existing modes of resource allo- cation, and practices of cooperative governance in many other fields, the collaborative governance, as a model, is feasible and effective for mobilization and allocation of resources. In order to maximize the mobilization and alloca- tion of resources, make further development and optimization of urbanization, optimizing the functions of the gov- ernment and supporting the development of social organizations are necessary.
