摘要
整体治理理论强调部门间的功能整合与协同运作以及借助先进的网络治理技术解决跨界性公共问题。面对公共治理碎片化困境,2012年,上海市建立了12345市民服务热线作为提供统一政务服务的一站式平台,通过顶层推动打造治理过程中的"掌舵者",重塑整体性的组织架构;以及组建共享信息平台优化重组事项办理流程,通过文化理念引导与制度建设保障,树立"凝聚性"治理文化理念三个方面的全方位改革,政府服务能力大幅提升,为其他地方以12345热线为突破口进行公共治理提供了宝贵经验。
As a response to and revision of the traditional public administration theory and the new public manage- ment movement, holistic governance theory emphasizes functional integration and collaboration among departments and the use of advanced network management technology to solve cross-border public issues. It is called the third wave of administrative paradigm and greatly influenced the contemporary Chinese government reform practice. To solve the fragmented dilemma of public administration, Shanghai established ＂12345＂ public service hotline in 2012 as a one-stand public administrative service platform. By reshaping the holistic organization structure, improving matters for the process, constructing cohesive governance culture, Shanghai has successfully built a holistie gover- nance configuration, this reform provides valuable experience for other local governments.
