摘要
武陵山片区是我国重要的旅游区,片区内旅游资源丰富,类型多样,在长期的开发经营过程中创造了可观的社会效益和经济效益。然而,一直以来当地旅游景区以内以及周边的社区居民却没有能充分享受到旅游业大发展带来的受益,这既有法律法规、体制机制层面的原因,也有居民自身综合素质不高的因素。本文从简述当前武陵山片区的社区居民增权中存在的问题切入,进一步分析了当地社区居民去权的具体原因,并提出了促进武陵山片区旅游业内生发展的社区居民制度增权的对策。
Wuling Mountain Area is an important tourist resort in China. The tourism resources in the area are rich and diverse, and they have created considerable social and economic benefits in the long - term development and operational process. However,the local tourist attractions and the surrounding community has not been able to fully enjoy the benefits of the development of the tourism industry, which can be attributed not only to laws and regulations, the institutional mechanism, but also the comparatively lower overall quality of the local resi-dents. This paper analyzes the problems existing in the empowerment of community residents in Wuling Moun-tain Area,and further analyzes the specific reasons for the disempowerment for residents of local communities, and puts forward the countermeasures to promote the institutional empowerment of community residents in Wul-ing Mountain area.
