摘要
运用向量协整关系分析、脉冲响应分析方法,借助湖南省1995—2014年的宏观经济统计数据,从资源约束条件和环境约束条件两个视角,探讨湖南产业生态化的发展路径。实证分析表明:(1)从资源约束的视角来看,湖南省的能源消费、产业结构升级与经济增长之间具有长期相对稳定的均衡关系,尽管湖南经济发展水平的提高是以较高的能源消耗为代价,但经济发展水平的提高带来的产业结构升级有助于降低能源消耗。综合比较来看,湖南能源消费的"高碳"刚性特征依旧明显;(2)从环境约束的视角来看,湖南在"三废"治理方面,废水治理取得的成效最为显著,工业固体废物治理取得的成效其次,而工业废气的治理成效却并不十分明显。从研究结论来看,产业生态化发展是湖南省突破资源环境约束实现可持续发展的必然选择。因此提出提高煤炭加工转化效率、构建生态工业园区、发挥生态产业价值链的协同效应等政策建议。
using co-integration analysis, impulse response analysis method, with the help of Hunan province macroeconomic statistics in 1995-2014, from two perspectives of resource constraints and environmental constraints, exploring the development path of ecological of Hunan. Among them, 1)from the perspective of resource constraints, energy consumption, and upgrading of industrial structure of Hunan province has a long-term stable equilibrium relationship between economic growing and raising the level of economic development of Hunan, which are helpful to reduce the energy consumption of industrial structure upgrade, but the "high carbon" rigid characteristics of energy consumption is still obvious. 2) From the point of view of environmental constraints, the efficiency of waste water treatment is the most remarkable in the "three wastes" governance of Hunan, and the efficiency of industrial waste is not obvious. From the conclusion of the research, the development of industrial ecology is the inevitable choice for the sustainable development of Hunan province. Therefore, it is proposed to improve the efficiency of coal processing, to construct eco-industrial zone, and take the eco-industry value chain to produce synergy effects.
