摘要
工业系统是经济社会发展不可缺少的动力,但中国工业的发展面临着日益严峻的环境约束,工业系统内部的行业结构和各行业污染水平是影响工业污染的主要原因。本文选取陕西省进行实证研究,在对陕西省工业经济发展现状及污染物排放趋势分析的基础上,选取工业废水、化学需氧量、工业废气等8种污染物排放强度指标,运用综合评价法,对陕西省2001-2006年34个工业行业的污染排放强度进行综合评价,得到不同行业的污染排放强度综合评价指数;然后,采用K-means聚类算法针对"工业行业对GDP贡献率"和"工业行业污染排放强度综合评价指数"两属性进行聚类分析,综合考虑经济发展和环境负荷因素,将工业行业划分为高经济贡献率高环境负荷、高经济贡献率低环境负荷、低经济贡献率低环境负荷、低经济贡献率高环境负荷4个类型。在此基础上,提出了重点发展、优化发展、引导发展、限制发展四种不同的结构优化策略,从而为工业行业结构调整提供参考依据。
Industrial system is an indispensable driving force of social development,but the development of Chinese industry is facing increasingly severe environmental constraints.What's more,the structures of industrial sectors within the system and their pollution levels are the main influential factors of industrial pollution.The paper selected the western province,Shaanxi,to conduct the empirical research.Based on the analysis of the current situation of industrial economic development in Shaanxi Province and its pollutant emissions trend,indicators of 8 pollutants emission intensity were selected,including industrial wastewater,chemical oxygen demand,industrial waste gas,etc,to evaluate its pollution emission intensity of the 34 sectors from 2001 to 2006 through acomprehensive evaluation.Thus,different industries' comprehensive evaluation index of emission intensity can be worked out.Taking " GDP contribution rate of industrial sectors" and "a comprehensive index of industrial pollution emission intensity " as the basis,through K-means clustering algorithm,in light of economic development and environmental load factors,industrial sectors were divided into four categories:sectors with high economic contribution and high environmental load,sectors with high economic contribution and low environmental load,sectors with low economic contribution and low environmental load and sectors with low economic contribution and high environmental load.On this basis,four different structure optimization strategies were proposed to provide reference for industrial structure optimization: prioritized development,optimized development,guided development and restricted development.
