摘要
在我国追求以综合国力提升为目标的全面、持续和稳定发展,以及国家在领土外的活动日渐突出的条件下,国家治理和发展的地理空间环境发生了重大变化,边缘性区域问题的影响日渐突出,形成了所谓的"边疆热"。在此过程中,国家视角的边疆研究应运而生并呈异军突起之势,引起广泛关注。国家视角的边疆研究,从国家的角度来看待和界定边疆,把边疆视为国家疆域的边缘性区域,着眼于厘清各种特定历史条件下的复杂边疆现象和边疆问题的本质,揭示边疆和边疆问题发展演变的规律,构建边疆和边疆治理的阐释理论,探索各种边疆问题的解决之道,提出解决边疆问题的政策建议,并以此服务于国家的边疆治理。不过,边疆研究的国家视角并不排斥和否定边疆研究其他视角的意义和价值,而是期待在国家视角与其他视角边疆研究的共性的基础上,共同构建边疆研究统一的基础平台,共谋边疆研究的发展,以期为国家的边疆治理提供有效的知识供给。
Under the condition of our country's comprehensive,sustainable,and stable development to pursuit the target of improving overall national strength,as well as the increasing activities outside of the territory,the geographic space of state's management and development have changed greatly,the problem of frontier regions are getting more and more influence,appearing the so called'frontier hot'.During this course,the frontier studies from the perspective of state emerge as the times require,and developed quickly,drawing a widespread concern.Frontier studies from perspective of state requires to look and define the frontiers from perspective of state,and considering the frontiers as the marginal areas of the territory,sorting out the essence of frontier phenomenon and problems under different historical conditions,revealing the pattern of frontier problems evolvement,building the explanatory theory of frontier and frontier management,exploring the way to solve varied of frontier problem,put forward policy and consultancy for solving frontier problems,for the service of state frontier management.Frontier studies from perspective of state,does not repeal the value and meaning of frontier studies from other perspectives,and a frontier studies platform built on the commonality of all perspectives,and common effort for frontier studies development,are expected,in order to offer effective knowledge for state frontier management.
