摘要
政党治理的内在本质是委托—代理原则(权利—权力授受关系)。政党组织产生于并受制于委托—代理原则(权利—权力授受关系)及其赖以生存发展的文化政治基础"民主契约精神""平等宽容意识""自由法治观念"。以委托—代理为基本原则、以权力制衡为基本目标的组织治理理论虽然源于西方语境,但任何政党组织都会以符合自身民族习性、文化传统的方式彰显出组织治理原则及其文化政治基础。实践已经印证,中国共产党不仅积累了丰富的治党成功经验与建党创新实践,还在台州椒江近30年党的代表大会常任制试点工作中凸显出政党治理的中国路径与文化政治自觉:渔民"打硬股"所嵌入的民主契约精神,多元崇拜孕育出来的平等宽容意识,四海兴商民办私企的生活方式下所形成的自由法治观念。椒江"政党治理"的文化政治自觉,在中国共产党"民主集中制"的制度框架下,早已汇入改进党的执政方式的时代潮流中,其个案丰富了执政党"常任制"改革的创新实践。
The essential connotation of party governance is the principle of principal-agent.Every organization of party is established and restricted by the principle of principal-agent,and its cultural politics foundation which is necessary for development includes contract spirit,tolerance consciousness and liberal value.Although the conception of governance originated from western discourse,every political party needs a mode with its own ethnic and cultural characteristics to make governance effective.The practice of China has proved that the Communist Party of China has accumulated a wealth of successful experience in running the party and creative governance practice.Among them,the nearly 30 years' experimental work of the party's congress standing system in Jiaojiang Taizhou is a case in point,which contains and condenses the knowledge of Chinese party governance and cultural politic consciousness:The contract spirit embedded in principal-agent idea through 'raising shares ';the tolerance consciousness bred from polytheistic ideas;the liberal value embedded in the lifestyle of doing business everywhere and independently.The cultural politic consciousness of party governance in Jiaojiang is embodied in the process of CPC's ruling mode transformation and it has made a positive contribution to the innovation of the reform of 'Permanent System' under the system of democratic centralism.
