摘要
我国出台的农村一二三产业融合发展支持政策在营造产业融合环境、调动融合主体积极性、激发产业融合路径创新和健全完善利益联结机制等方面发挥了重要作用,但也存在政策针对性不强、覆盖面偏窄、与融合主体政策需求有偏差等问题。而部分农业发达国家在农村一二三产业融合长期实践中业已形成了一些较为成熟的模式和政策支持经验。鉴于此,文章从财政、金融、税收、公共服务等方面对国外支持农村一二三产业融合发展的政策经验进行考察分析,以期为健全完善我国推进农村一二三产业融合发展的支持政策提供有益思考。
The supporting policies issued by our government for the integrated development of the first,second and third industry in rural areas has played important roles in various aspects as creating the industry integrating environment,motivating the initiatives of integrating subjects,stimulating the innovation path of industrial integration and improving the benefit-linking mechanism and so on.But there are also some problems about the supporting policies,such as lack of pertinence,narrow coverage and deviating from the demand of fusing subject and so on.But the industrial integration has been carried out for a long time in some developed agricultural country,and some mature patterns and experience in supporting policies have been formed too.Given this,this paper analyzes the foreign experience in supporting policies of industrial integration from the perspective of finance,banking,revenue and public service and so on,In order to get inspiration to improve the supporting policies of industrial integration in China.
