摘要
教育事业的发展不仅依赖高水平的实践者,也有赖于专业化的教育政策人才。英美国家在培养创新型、应用型、复合型教育政策人才方面积累了有益经验,为我国建设一流教育学科、促进教育政策人才培养提供了启示。本文基于对英美国家10所顶尖高校和智库中32个专业的案例研究,提出了教育政策专业研究生培养模式的二维分析框架:在培养目标上可分为复合型人才、决策者、研究者与政策分析家四种导向,在学科组织形态上可分为跨学科、独立学科与子学科三种形态。基于该框架梳理出六种主要模式,概括出每一种模式在培养目标、组织形态与课程体系方面的特点,并讨论了其优缺点。
The development of education depends not only on the highly qualified practitioners, but also on the educational policy professionals. The US and the UK have accumulated plenty of useful ex- periences in training innovative, applied and compound educational policy talents, which provides in- sights for China in the process of constructing world-class universities and training talents. Based on the case study of 32 postgraduate programs in 10 top universities (including a think tank) in the UK and US, this research proposes a two-dimensional framework to analyze the models of postgraduate ed- ucation policy programs. The 32 programs could be categorized into four types, according to their dif- ferent aims of preparing for all-round talents, policy-makers, policy researchers, or policy analysts. These programs could also be categorized into three types from the perspective of organizational forms of discipline, including multi-discipline, independent discipline and subsidiary discipline. Applying this two-dimensional framework into data analysis helps identifying six major models of programs. Based on this, this research summarizes the features, advantages and disadvantages of each model, and concludes with some implications for the relevant reform in China.
