摘要
农业劳动力短缺已成为制约我国农业可持续发展和粮食安全的重要问题之一。对河南省产粮大县滑县和鄢陵县的调研发现,粮食核心产区农业劳动力呈"老龄化""女性化""低素质化"的"弱质化"特征。为更好应对农业劳动力"弱质化"问题,应合理调整农产品价格形成机制,进一步完善粮食核心产区农业社会化服务体系,建立面向粮食核心产区的教育补偿机制,高度重视粮食核心产区青年农民的培养,健全土地承包经营权管理制度,培育新型农业经营主体。
The shortage of agricultural labor force has become one of the most important problems that threaten the sustainable development of agriculture and food security in china. The research on the major grain producing counties of Huaxian County and Yanling County shows that agricultural labor forces in core grain producing areas have weak features of " aging ", " female " and " low quality ". In order to deal with the " weakness" of agricultural labor forces,the price mechanism of agricultural products should be reasonably adjusted; the agricultural social service system should be further improved in the core grain producing areas; the " rural education compensation mechanism" should be established in the core grain producing areas; the cultivation of young farmers in core grain producing areas should be attached great importance; the new agricultural business entities should be cultivated and the management system of land contract and operation right should be improved.
