摘要
近年来,军民科技成果双向转移转化的趋势逐步显现,但是,与发达国家相比,我国国防科技成果转化效率仍然存在很大差距。本文以无线电频谱管理与监测方面国防专利技术转化实践为案例,总结国防科技成果转化过程中的经验做法,梳理存在的代表性问题,从市场、管理机制等方面提出加快国防科技成果转化的建议。
Civil-military integration development strategy has been carried out with great effort in China, the ability and scope of technology two-way transition and transformation has been improved significantly. However, there is a considerable gap in the transition and transformation efficiency of defense intelligence property （IP） in China compared with the developed countries. In the paper, the transition and applica- tion of a kind of radio-frequency spectrum management and monitoring defense technology is chosen as a case for analysis, summarizes the successful experience during technology transition and presents the e- merging typical issues, and then the suggestions of accelerating defense IP transition is provided from the respects of market, management mechanism and so on.
