摘要
从规制理论和破除行政垄断的视角,主要运用文献资料法、访谈法等研究方法,对制约我国"足球""篮球""排球"这"三大球"项目发展的政府规制失灵、规制能力提升问题进行了深入剖析,研究认为:1)我国深化体育领域供给侧结构性改革、推动体育事业各领域全面协调发展等过程,实际上是一个规制演进过程;运用规制经济学理论来分析"三大球"发展是一次有意义的尝试。2)行政垄断导致的规制失灵与效率低下,即多方利益博弈下的体育产品非均衡供给模式、规制机构被"俘获"和不健全造成的规制失灵、规制不当造成的行政性市场进入壁垒、规制不足引起的公共产品供给缺失和监督缺失等是制约"三大球"项目发展的根源。3)发挥市场机制的作用和科学规制是促进我国"三大球"项目发展关键,具体策略包括:强化市场机制配置"三大球"资源的作用、推进协会和中心角色转变以实现权力制衡、有效的制度供给、"举国"之力培育和传播"三大球"文化以夯实项目社会基础。
From a regulation and anti-monopoly perspective,this paper discussed the problems that restrict development of the three big-ball sports,including administrative regulation failure and regulation capability that is needed to be improved,by the methods of literature review and interview.Conclusions：1） The supply-side reform,comprehensive and coordinated development of sports in China are evolution of regulation; and the use of regulation economics theory in analyzing development of the three big-ball sports is a meaningful attempt.2） The administrative regulation failure and regulatory inefficiency are the roots of restricting the development of the three bigball sports,including unbalanced sports products supply model under the multi-interest game,regulatory failure caused by not perfect＂captured＂regulatory agencies,barriers to enter market caused by improper regulation,lack of supply of public goods and lack of supervision caused by inadequate regulation.3） To play the role of market mechanism and scientific regulation are the keys to promote the development of the three big-ball sports,and the specific strategies include strengthening the market mechanism in the resources allocation of the three big-ball sports,promoting the change of association and the center role to realize power balance,consolidating the social basis of the three big-ball sports by effective system supply,＂the whole nation＂cultivation and the spread of culture of the three big-ball sports.
