价值转向与制度变革:2030中国职业教育发展软环境研究 被引量:9

摘要 职业教育软环境是相对于硬环境而言的概念,它是指物质条件以外的诸如价值、制度、法律、舆论等影响职业教育发展的无形力量。价值导向、制度建设、体制机制改革和舆论环境是职业教育软环境的四大要素。当前职业教育"就业导向"的价值取向存在现实困境,制度失配且体制机制建设欠缺。所以面向2030年的中国职业教育软环境建设,应大力弘扬和践行"人人出彩"的职教发展价值取向、构建国家职业资格证书制度与现代学徒制、建立"一元"的职业教育事业管理体制、完善多元主体参与职业教育办学的激励机制,并围绕生涯发展与价值宣传提升职业教育的社会吸引力。 The soft environment,which is a relative concept of hard environment, means the different invisible power that influences the development of vocational education including value,system,laws,public opinion and so on. Value guidance,institutional construction, institution mechanism and the public opinion environment are the four main elements of soft environment. Currently,the vocational education in China faces a lot of problems on the value and system building,so we should regard humanism as our value,build national vocational qualification certification system and modern apprenticeship. The management system should be modified from dual subjects to unitary subject,and encourage multiple subjects to participate in the vocational education. Also promoting career development and its value are also needed to improve the social attraction of vocational education.
