摘要
叙利亚内战造成第二次世界大战后最大的一场人道主义灾难,以"人道主义"为名进行干预的欧盟却逐渐在这场冲突中沦为"次要角色"。本文从欧盟的实力、理念和政策工具三个视角解析了这一过程。首先,欧盟的硬实力不足使其在美国收缩中东战略的形势下难以成为与俄罗斯、伊朗对抗的西方力量;其次,欧盟激进化的世界主义外交理念因为过于脱离地缘政治现实而缺乏足够的竞争力;最后,欧盟的民事外交政策工具在叙利亚这一特殊场域未能发挥足够的效力。
The EU took the prevention of humanitarian disasters as an excuse for its intervention in the domestic politics of Syria in 2011.Ironically,the Syria civil war has turned out to be the biggest humanitarian disaster after World War Ⅱ and the EU has gradually become a'backseat player'in this war.This paper makes an exploration into the reasons for the above changes from the perspectives of the EU’s capability,idea and policy instruments.A lack of hard power makes the EU alone incapable of confronting Russia and Iran against the background of the US’strategic shrinking in the Middle East.The radical cosmopolitanism inherent in the EU’s foreign policies leads to the lack of enough competitiveness in the EU’s Syria policy due to its detachment from the geopolitical reality.At the same time,the civil diplomatic tools that the EU applies in Syria have not produced efficient results as expected.
