摘要
文章认为,应通过建立科学合理的价格确定机制、建立粮食最低收购价的差价体系、规范收购贷款与利息管理、不断完善粮食的销售渠道等措施,进一步优化我国粮食最低收购价政策设计;通过理顺政策各方执行主体的关系、建立粮食价格监测预警体系、推进收购资金供给的多元化、健全执行政策的协调机制等措施,进一步提高最低收购价政策的执行效果;通过确保粮食生产、推广粮食收益保险制度、扩大粮食种植主产区的粮食补贴范围并加大补贴力度、加快粮食市场主体的培育,进一步完善最低收购价政策的配套措施。
This paper considers that we should further optimize the design of the minimum purchase price policy for grain from the aspects of establishing a scientific and reasonable pricing mechanism and the minimum grain purchase price difference system, regulating the acquisition of loans and interest management, constantly improving the food sales channels and other measures. Suggestions for further improving the supporting measures of the minimum purchase price policy are put forward： making clear of the relations among the policy execution parties, establishing food price monitoring and early warning system, promoting the acquisition of capital supply diversification, improving the implementation of the policy coordination mechanism, further improving the minimum purchase price policy implementation effect, ensuring that the cultivation of grain production, promoting food income insurance system, enlarging the grain producing areas of grain planting subsidy garden and efforts to accelerate the grain market.
