摘要
结合辽宁省农村水利工程管护的改革和实践,在充分研究具有辽宁省特色的政府主导型农村水利工程管护体系的基础上,提出包含服务能力指标、服务效果指标、服务水平指标3个一级指标和10个二级指标的评价指标体系,选择层次分析法和多层次模糊综合评价模型对政府主导型农村水利工程管护情况进行绩效评价。以锦州市义县大榆树堡镇水利站管护绩效评价为实例进行评价,评价结果为"优秀",说明锦州市义县大榆树堡镇水利站在水利工程管理维护工作上已经形成了良好的体制。开展农村水利工程管护的绩效评价工作可行并十分必要,对提高管理组织的服务能力和工作效率具有十分重要的指导意义。
Conbined with the reform and practice of rural water conservancy project management in Liaoning Province, this paper propose 3 first order indexes including service ability index, service index, service level index and 10 secondary order indexes on the basis characteristic of the government leading rural water conservancy project management system of Liaoning, which chose analytic hierarchy process and the multi-level fuzzy comprehensive evaluation model to evaluate the performance of the governmentoriented rural water conservancy project management. The evaluation result is ＂ excellent＂ taking the performance evaluation of the water conservancy service station of Dayushupu Village, Yi county, Jinzhou as an example, which indicates that the management and maintenance work of water conservancy project of Dayushupu Village has formed a good system. It is feasible and necessary to carry out the performance evaluation of rural water conservancy project management, which is significance to improve the service ability and efficiency of management organization.
