摘要
对科研人员短期出国学术交流合作活动的绩效评价是科技活动管理工作的重要内容之一。针对我国新近实施的因公临时出国开展学术交流合作办法,对可操作的绩效评价的现实需求,并根据地震科技国际交流合作的实际情况,本文尝试采用"层次分析法"(AHP)进行研究,并建立了递阶层次分析模型。形成了包括学术交流合作质量(B_1)、成果产出实效(B_2)和推进国际合作项目(B_3)3个准则,以及相对应的12项评估指标的因公临时出国开展学术交流合作绩效评价方案。这种基于现代科技管理的绩效评价方案,或可为服务地震科技创新、提升国际交流合作效益和管理服务能力提供一定的科学参考。
Performance assessment of temporary going abroad for public affairs is the most important part of scientific and technological activity management. This paper utilizes the Analytic Hierarchy Process (AHP) to develop a hierarchic model depending on effective international exchange and cooperation of seismological science and technology, with imple-ment of new administrative measures of going abroad for public affairs and actual need of op-erational performance assessment. This paper provides a model consisting of 3 criteria (Bi quality of academic exchange and cooperation; B2 : effective achievement; B3 : contribution to international cooperation program) and 12 elements for performance assessment. The method of performance assessment based on modern scientific management may offer some scientific reference to the promotion of management ability.
