摘要
我国对农村失能老人长期照料问题研究较少且无实操经验,必须通过政府建立健全相关法律法规,明确在长期照料服务中政府、养老机构、家庭三者之间的权利和义务。加强农村失能老人长期照料服务体系的领导体制和工作机制建设,发挥政府、相关社会组织、村级组织的作用,加快农村失能老人长期照料服务体系的建设。调整按经济条件对老人进行划分的标准,将老人的健康状况、家庭状况纳入考量,建立失能老人分级管理制度。利用互联网平台建立失能老人登记制度,从而实现规范、细致的管理。
There are few studies on the long-term care for disabled elderly in rural China,and there is no practical experience.It is necessary to establish and perfect relevant laws and regulations through the government to clarify the rights and obligations between the government,the pension institutions and the families in the long-term care service.We will strengthen the construction of the leading system and working mechanism of the long-term care service system for the elderly in rural areas,and exert the role of the government,relevant social organizations and village organizations to speed up the construction of long-term care service system for rural disabled elderly.Adjust the economic conditions for the elderly to divide the standard,take the elderly's health status and family conditions into consideration,and establish disability management system for the elderly.Establish registration system through the Internet platform for the disabled elderly,in order to achieve standardized and meticulous management.
