摘要
关于地方治理现代化的研究中,存在着把地方政府治理现代化等同于地方治理现代化、把地方治理能力现代化等同于地方治理现代化、把地方政府面临的现实问题等同于治理现代化问题的误区,正是由于对于上述问题的错误认识导致对地方治理现代化的推进障碍的研究产生了偏差。本文从制度、主体、资源、方法等方面分析了地方治理现代化的推进障碍并从制度供给、主体联动、资源均衡、方法优化等角度设计了克服障碍的措施。
There are some misunderstandings in the study of local governance modernization： some scholars think that local government governance modernization is equivalent to local governance modernization; some scholars think that modernization of local governance capacity is equivalent to local governance modernization; and some scholars think that the reality problems of the local government is equivalent to the problems of gov- ernance modernization. The above misunderstandings lead to an analysis about the obstacles to the moderniza- tion of local governance. This paper analyzes the obstacles to the modernization of local governance from the angle of system, subject, resource and method. The author designs the measures to overcome the obstacle from the angle of the systems supply, the managers linkage, the resources balance and the methods optimization.
