摘要
国家新型城镇化规划提出后,温州市龙港镇因"镇改市"试点而备受关注。"镇改市"的实质是大镇行政体制变革,要点在于解决资源与权力两个稀缺性的矛盾。"资源—权力—结构"的分析框架完整展现了龙港镇的改革逻辑。在具体方略上,龙港镇搭建了以行政体制改革为先导的"1+5"总体框架,获得了大部分县级管理权限,构筑了完整的镇级大部门体制,建立了"市管社区"的扁平化行政层级。然而,权力的下放与结构的创新并没有带来资源配置的平衡,这就强化了"镇改市"的迫切性与必然性,这里"市"为"县级市"。此外,镇级大部制与市管社区模式有"形"与"实"之分,结构创新之"形"须以"职能重塑"之"实"为基础。还须注意的是,龙港"镇改市"有其自身的特殊性,经验的普遍推广存在约束性条件。
Along with the New Plan of National Urbanization released, Wenzhou Longgang receives much at- tention for its "Town to City" model. The essence of "Town to City" is to reform the Administrative System of Super- Towns, and resolve the contradiction caused by scarcity of resources and power. In this paper, the a- nalysis framework of "resources -power- structure" demonstrates the logic of Longgang Reform. On the spe- cific strategy, Longgang Town set up a "1 +5" framework, wich is led by the reform of administrative system. Longgang gained most of the county - level administrative power, established the first Super - Ministry System and the fist "City- Community" model in China. However, decentralization and structural innovation did not result in the balance of resource allocation. So"Town to City"model became a inevitable choice to break up the bound of "County -Town" system. Here, the "city" could only be"county -level city". In addition, speaking of the Super - Ministry System or the "City - Community" model, we should pay attention to the differences between its appearance and nature, so the innovation of government structure should be established on the basis of the functions rebuilding. Finally, what should be pointed out is that, there are some special characteristics in Longgang Reform, so the promotion of its experience would be constrained by some specific conditions.
