摘要
分析基层兽医社会化服务模式的构建现况,为优化管理政策和提高兽医服务能力提供参考。本文阐述了双峰县构建新型兽医社会化服务模式的出台背景,系统介绍了当前双峰县政府的主要购买服务内容,梳理了企业依托、公司化运营、合作社运作的三种承接模式,以及实施资质审查、严格管理、绩效考核三种监管方式。分析该模式在转变兽医身份,提高防疫质量、防疫员收入及增强社会效益和经济效益的积极成效,并针对改革中暴露出的服务基础薄弱,推进阻力大等难点问题,从加强经费、政策。
In order to analyze the construction situation of veterinary socialized service system at the grass-roots level,so as to optimize the management policy and to enhance the service capability of veterinarians. Recently,a new mode of constructing veterinary socialized service system was adopted in Shuangfeng County. In this article,the background of the mode was expounded,main purchasing contents were introduced,and three operation modes（supported by enterprises,and operated as company or cooperatives）and three supervising patterns（qualification examination,strict supervision,performance assessment）were sorted out. Based on the introduction,some good results were achieved in transforming identities of veterinarians,improving the quality of epidemic prevention,improving the income level of animal health workers and enhancing the social and economic benefits. Besides,aiming at the difficult issues such as weak basis of services and great resistance during implementation,corresponding development proposals were given from aspects of strengthening supports of fund,policy and technique.
