摘要
放开增量配电业务与售电侧业务是新一轮电力体制改革的一项重要举措,而配售一体化模式则是近年来配电网建设、运营与售电业务相结合的一大趋势。为了应对新形势下的各项挑战,构建了配售电公司购售电随机优化决策模型,重点研究了由独立配售电公司运营的、考虑可中断负荷的最优购售电策略问题。通过基于多场景的两阶段期望值模型来描述配售电公司所面临的现货市场价格的不确定性;并考虑配售电公司运营决策时所面临的配电网的建设投资成本、不同类型用户的购电需求、自调度机组的运行约束与可中断负荷的调用决策等实际问题。最后构建算例分析了配售电公司的运营优化策略,以验证本文所提模型的正确性与有效性。
The deregulation of incremental power distribution business and electricity retail business is an important measure of the new round reform of power industry. Meanwhile, the mode of integrating distribution and retail business is the development trend of the construction, operation and development of distribution network. To meet the challenges under the whole new situation, a stochastic optimal decision making model of electricity purchase and sale by electricity distribution and retail companies is constructed with focus on the optimal marketing strategy operated by independent electricity distribution and retail companies, and considering the interruptible loads. The uncertainties of the prices in the spot market, from which the distribution and retail company purchases the electricity, are described in the two-stage expected value model supported by multiple scenarios. Practical issues which the distribution and retail com- panies may encounter while making operational decisions, including the investment and construction costs of the distribution network, the electricity demands of various consumers, the operational constraints of self-scheduled units and the dispatch of interruptible loads are also seriously considered. Finally, results of a calculation case analysis on the optima/marketing strategy of the electricity distribu- tion and retail company validate the correctness and effectiveness of the proposed model.
