碳排放约束下中国旅游业能源效率的实证分析——基于SBM模型和Tobit回归模型 被引量:9

摘要 随着产业结构的转变,旅游业快速发展,其能源消耗和二氧化碳的排放量也成为不可忽视的问题。本文定义旅游业的能源经济效率和能源环境效率,采用SBM模型对我国各省旅游业在2002—2013年间的能源经济效率、能源环境效率及其分解指数进行测算分析,并采用面板数据Tobit模型,进行回归分析,对能源效率的影响因素进行探讨。结果表明:2002—2013年间我国旅游业能源经济效率和能源环境效率总体上呈波动式上升,但东中西部地区能源效率差异较大,旅游业能源纯技术效率明显低于旅游业能源规模效率,东部地区旅游业能源纯技术效率高于中西部地区,东中部地区旅游业能源规模效率高于西部地区。未来应扩大我国旅游业规模,优化产业结构,加强城镇化管理,加大节能减排技术创新力度等措施来改善中国旅游业能源效率。 Along with the change of industrial structure, tourism industry has developed rapidly. Simultaneously its energy consumption and emissions of carbon dioxide have become a problem which cannot be ignored. The study defines the tourism energy economic efficiency and the tourism energy environmental efficiency, measures two kinds of energy efficiency and their decomposition indexes of China' s tourism industry from 2002 to 2013 by SBM model and analyzes the influence factors on energy economic efficiency and energy environmental efficiency of tourism industry by establish panel data Tobit model and regression analysis. Results show that energy economic efficiency and energy environmental efficiency of tourism industry have generally increased in a fluctuant way from 2002 to 2013.However, energy efficiency of eastern-mid-western region exists a big difference and tourism energy pure technical efficiency is significantly lower than tourism energy scale efficiency. Tourism energy pure technical efficiency in eastern region exceeds that of central and western region. Tourism energy scale efficiency of eastern and central region is higher than that of western region. In the future, some measures should be taken to improve the energy efficiency of tourism ,such as expanding scale of tourism industry ,optimizing industrial structure ,strengthening management of urbanization and enlarging innovation of energy conservation and emission reduction technology.
