摘要
目的:支撑贵州省以省为单位建设开展基层医疗卫生管理系统建设,利用信息技术手段提升基层医务效率和水平。方法:采用云计算技术将网络、存储、安全设施和服务器等资源池化,在此基础上搭建基层卫生云计算Paa S平台,基于SOA技术、结合业务需求构筑基本医疗、公共卫生、健康门户网站、基本药物、绩效考核、综合监管等一体化的业务应用功能。结果:各基层卫生机构不必重复耗资去建立、维护,只需配置网络接入和必要的应用终端即可开展各项基层卫生工作。结论:避免了传统基层卫生系统建设模式的弊端,便于建设、推进和维护,投资建设性价高,能有效促进基层卫生的服务模式、服务规范、考核监管等方面统一规范,提升基层卫生的服务效率、服务质量。
Objective: To provide support for the construction of basic medical and health management information system on provincial level and rise the effciency and the level of primary medical service by using information technology in Guizhou. Methods: Established PaaS platform of primary health based on the pooling of networks, storages, security facilities, servers and other resources by using cloud computing technology. And then by combining with business needs, constructed SOA-based integrated business application functions, which included the basic medical services, public health, health portals, basic drugs, performance appraisal, comprehensive supervision and so on. Results: In this case, the primary health institutions avoided repeated investment, construction as well as maintenance and can carry out various basic health works just by configuring the network access and the necessary application terminals. Conclusion: This system not only avoided the drawbacks of the traditional construction model, but also easier to build, promote and maintain compared to the previous. With high investment return, the application of this system can effectively promote the standardization of the primary health services include model, standards, supervision and examine, etc. and finally improve its efficiency and quality.
