摘要
公私合作伙伴关系模式在我国医疗卫生体制改革中发挥着越来越重要的作用。文章在借鉴欧美发达国家卫生领域这种运行模式的基础上,详细分析了我国公立医院在该模式运行中存在人才流动、财税政策、公益性等问题,提出建立科学的评价及反馈机制、增强医疗人才流动性、加大财税支持、建立服务指导中心以及有效的监督部门等建议。
Public-private partnership mode play.s a more and more important role in China's health care system reform. This paper analyzed and discussed the talent flow, fiscal and taxation policy, public welfare and other issues in the operation of public hospitals in China on the basis of drawing lessons from the operation mode of health area in developed countries such as Europe and America. And then put forward some suggestions such as establishing scientific evaluation and feedback mechanism, strengthening the mobility of medical talents, increasing taxation support, establishing service guidance center and effective supervision department.
