摘要
农村社区服务类社会组织在实际发展过程中呈现出行政合法性和社会合法性两种不同的模式。通过对H省A、B两个农村社区的比较研究可得出结论:社区"两委"的工作方式决定了社会组织的行政化或民主化程度;具有社会合法性的社会组织更容易调动群众的积极性;保障居民的知情权、监督权是赢得社区居民信任的关键;具有社会合法性的社会组织拥有更高的服务满意度和效率;具有行政合法性的社会组织更容易得到地方政府的支持。可见,社会合法性与行政合法性具有优缺互补性,实现两者有机结合的混合性模式是农村社区服务类社会组织未来发展的模式选择。
Rural Community Service-Type Social Organization presents two kinds of different models in actual development process： administrative legitimacy and social legitimacy. By a comparative study of A and B rural communities in Province H, we can conclude： the community ＂two committees＂ working mode determines the degree of administration or democratization of social organizations; social legitimacy is easier to mobilize the masses enthusiasm; protecting the residents＇ right to information and supervision is the key to win the trust of community residents; social organizations with social legitimacy have higher satisfaction and service efficiency; and social organizations with administrative legitimacy are easier to get local government support. So, social legitimacy and administrative legitimacy have the complementarity of advantages and disadvantages, and achieving the mixed model of organic combination of the two is the development model options of Rural Community Service-Type Social Organization in the future.
