摘要
截至2016年底,中国境内在役油气管道总里程累计约12.6万千米。2016年,油气市场消费增速放缓,资源供应宽松,管道建设节奏企稳;国家多项规划、政策密集发布,推进油气管道基础设施市场化;油气管网设施信息首次集中公布,公平开放迈出重要一步;中俄原油管道二线、陕京四线等国家重点管道工程正式开工;下游用气中间环节费用治理初步取得成效,天然气市场监管覆盖面不断延伸;中国石油天然气管道和销售业务分离,天然气领域改革进程加快。2017年,多项规划和改革政策将助力油气管网基础设施实现稳健发展;应加强天然气多元通道、互联互通工程、联络线管道和储气调峰设施建设,持续完善管网;油气管网第三方准入将逐步走向操作规范化、规则标准化、价格市场化、监管正常化。
By the end of 2016, total mileage of oil and gas pipelines completed in China is about 126,000 km. With the loose supply, oil and gas market consumption grew slowly and China＇s pipeline construction progressed steadily in 2016. The government intensively released several national plans and policies to promote the marketization of oil and gas pipeline infrastructures. The fact that oil and gas infrastructure information was made public for the first time means the important step of fairness and openness. Construction on the second Russia-China crude oil pipeline and the fourth Shaanxi-Beijing gas pipeline were formally started. The preliminary results for the cost management of gas downstream intermediate links were achieved. Natural gas market supervision from the government continued to expand. Petro China gas pipeline and sales businesses were separated, which means that the process of natural gas reform was accelerated. In 2017, more plans and reform policies will help the oil and gas pipeline network infrastructures to develop steady. The construction of natural gas multi transmission channels, interconnection pipelines and peakshaving gas storage infrastructures all should be strengthened to continuously improve the pipeline networks. The access to the oil and gas infrastructures for the third party will gradually be developed with more normalized operation, more standardized rules, more marketized prices, and more institutional supervision.
