摘要
近几年来,性侵儿童犯罪呈现高发态势,尤其是农村地区的留守儿童最容易成为被侵害的对象。此类案件的特点主要是:多数为熟人作案;儿童被侵害时间较长;隐案率高。犯罪人多具有具有变态心理的恋童癖;人格不健全、人际关系不良;年老体弱;追求怪异新鲜性刺激、具有处女情结者等心理原因。社会原因主要是:监护缺位,保护不足;性教育、安全教育匮乏;打击不力等。应从加强对恋童癖变态心理的甄别和矫治,加强对留守儿童的教育和保护等方面采取有效措施进行预防。加强法律的打击力度和管控力度。
In recent years, the sexual abuse crimes to children are of high incidence, and the leftover children are most likely to become the object.The characteristics of such cases mainly include the following points： acquaintances commit crime; children are abused for a long time; implicit cases are of high rate; the criminals are always abnormal, with psychological pedophilia,with unsound personality, with poor interpersonal relations, with old age and poor health, with pursuit of strange new stim-uli, and with virgin complex. The social reasons of such cases mainly include the absence of supervision, lack of protec-tion, lack of sex education and safety education and ineffective combat. The following effective measures are suggested：strengthening the screening of pedophile psychosis and correction, and strengthening the education and protection of left-over children.
